Martin Stout

 Incumbent - City of Beaumont

Born Nottingham, U.K.

BSC Mechanical Engineering, Manchester University.

Emigrated to Canada 1991.

Married with three daughters.

Career as IT Consultant with ATCO, IBM and CGI. Now retired.

Elected to Beaumont council 2017 (first term).

Seeking a second term on council to further several projects I am committed to: Beaumont Library expansion, Performing Arts Centre, Fully developed and interconnected trail network, Improvements in road traffic safety


How will you support the Beaumont's competitive advantage and market affordable housing? How do you see fees, levies, taxes and municipal cost control playing a role in housing affordability? Note: CHBA-ER refers to “market affordable housing” as housing that is market priced and meets the general requirements of affordability based on household income. Market affordable housing may include market rental housing and market home ownership.


Housing affordability in an open market is largely determined by an adequate supply of diverse housing types. So we need to ensure that our development plans facilitate and support this as new districts are being developed. There is a particular need in Beaumont for one and two bedroomed apartments rental and for duplex and row housing for tenant ownership. New development plans must include a proportion of these types of housing.

What steps do you believe are necessary to reduce red tape and support business investment in the residential construction industry?

Fast-tracking of development permits when fully documented as being compliant with development codes. New (2019) Land Use Bylaw replaced 40+ development zones with 7 new districts defined emphasizing more form based code, and replaced older restrictive codes with more permissive and discretionary ones.

Do you support welcoming a diversity of housing types throughout Beaumont?

Yes, a diversity of housing types is essential for a growing and sustainable community.

Is there anything about your platform that you think CHBA-ER members should know?

I'm firmly convinced that we need to facilitate a wide variety of housing types in Beaumont, including innovative affordable forms, as our residential population doubles in the next twenty years.
