Kathy Barnhart

This June it was 31 years since my husband and I moved to Beaumont, AB. That’s three decades in the same small but mighty community. I’m bilingual and speak fluent French and love the rich Francophone heritage, the small businesses that are inspired by our unique proposition and the people that add vibrancy to our community.

I was born and raised on Staten Island in NY City.

Ron and I were married in Otterburn Park, Quebec in 1971 where we both completed University and had our children, Bryce and Kim.
We moved to Alberta in 1979 when things in Quebec started to get difficult (these were the days of the FLQ crisis in Quebec). We first moved up north to live and teach in Kinuso - a very small northern community 3 hours north of Edmonton. After one year, we had job offers from Central Alberta and felt that it would be better for our young family to be in a less remote community.

I became the first Day Care Administrator for the City of Red Deer in 1981 and Ron was a school principal in Clive. After 9 great growing years there, we moved to Beaumont when Ron took on a teaching position at École Secondaire Beaumont Composite High School as the Art Department head and I joined the City of Edmonton as their Children’s Services Director, and completed my Master’s Degree in Education at the University of Alberta. When I retired from the City of Edmonton in 2013, I had been there for 23 years as a senior leader of many different, human services-oriented units.

Today, while serving in my second term on City Council, I balance my family needs and continue to work for as a Management Consultant and ARCQE Early Learning and Child Care Coach. Currently, I am Chair of Empowering Women Entrepreneurs’ Association, hosting the annual Beaumont Night Market, and volunteering on the Board of Directors for River Watch Institute of Alberta.


How will you support the Beaumont's competitive advantage and market affordable housing? How do you see fees, levies, taxes and municipal cost control playing a role in housing affordability? Note: CHBA-ER refers to “market affordable housing” as housing that is market priced and meets the general requirements of affordability based on household income. Market affordable housing may include market rental housing and market home ownership.

I have been involved in the affordable housing sector for many years as a municipal administrator, a consultant, an elected official, and the Chair of the Leduc Regional Housing Foundation. I am keenly aware of the significant role that the municipalities play in the development, regulation, and advocacy that is needed to support all housing options. I will continue to use my knowledge and experience to contribute to a balanced approach to community and housing development. I advocated for the development and approval of Beaumont's first Affordable Housing Strategy. I am looking forward to supporting its implementation in order to ensure that residents have affordable, accessible, and quality housing choices.

What steps do you believe are necessary to reduce red tape and support business investment in the residential construction industry?

The first step for me is to listen and learn. I would be open to hearing where the bottlenecks and barriers are in the system. I believe that Council and the Administration must know the impacts of their decisions on owners. investors, developers, builders, and residents. Once I have had a chance to review the answers to my questions, I generally have sufficient information to review the options and weigh the pros and cons. When I make a decision on a particular course of action, it is based on what I believe to be in the best interests of the community as a whole. In my experience, a healthy, vibrant, engaged community attracts business investment and I believe Beaumont has those characteristics.

Do you support welcoming a diversity of housing types throughout Beaumont?

Without a doubt! I am noticing more individuals and families of all ages and stages of life that are looking for different types and sizes of housing. Beaumont has a preponderance of beautiful, single, detached homes but we are also encouraging different housing products in our newer neighbourhoods. Covid has taught us many lessons and when it comes to housing people are looking for affordability, quality and accessibility to services without having to travel long distances to work, play, or shop. The changes to our Land Use Bylaw were meant to support this policy direction. Time will tell if further changes are needed but the direction is positive.

Is there anything about your platform that you think CHBA-ER members should know?

My campaign vision is ‘steady, as we grow’, which was inspired by Beaumont’s potential and vibrant community, as well as the city’s ability to thrive in a post-pandemic world.


“Beaumont is still growing … it’s a beautiful location where people want to live, work, invest, and play. I really feel there are many great opportunities for a bright and remarkable future here in Beaumont.


To reach the goal of post-pandemic sustainability and growth, I supported, and will continue to support, strategic investments and policies to stimulate and provide a much-needed boost to local entrepreneurs. With all the challenges of the past 16 months, residents are striving for opportunities close to home for employment, shopping and doing business.


Having been on Council for two terms (8 years) , I know that the city is poised to succeed on a number of social and economic development initiatives. Whether it's to stimulate or innovate, I am certain that these efforts will pay off immensely in the future as Beaumont thrives.
